Apply for or renew a Blue Badge
Blue Badges are for people with disabilities. A Blue Badge will help you to park close to your destination, either as a passenger or driver. The badge is intended for on-street parking only. A fee of £10 is payable for issuing the blue badge. Your fee will be refunded if your application is not successful.

Before you apply
To save time please have these forms of evidence ready as you will need to upload them:
- proof of identity (such as a birth certificate, passport or driving licence)
- proof of address (such as a Council Tax bill or government letter)
- proof of benefits (if you get any, please provide the full letter showing length of entitlement and points)
- all supporting medical evidence (Do not send appointment letters. Letters showing the outcomes of appointments/consultations are acceptable)
- Photos must be uploaded separately
Apply
Applications take up to 16 weeks to process
It may take 30 to 40 minutes to complete the form. However, there is the option of saving it, so that you can take a break.
If you do not have all of the relevant documents you will not be able to submit the form.
Paper application forms
Paper application forms can be printed and completed by hand by people who are unable to use online forms.

Returning a Blue Badge
You must return the badge to the council if:
- the badge has expired
- your medical condition or mobility improves and you are no longer eligible
- a badge has been reported lost or stolen, a replacement has been issued, and then the original is found. In this case the original badge must be returned.
- the badge becomes damaged or faded and is illegible
- the badge is no longer required, for example if you're confined to the house
Please also note that the badge should be returned to the council on the death of the badge holder. If you continue to display the badge when you no longer need it you may be fined up to £1000.

Amend a Blue Badge
- If the name on your badge needs changing, email us your marriage certificate or deed poll document
- If there is a spelling mistake, email us confirming the correct spelling

What to do if a Blue Badge holder has died
You can report the death of a Blue Badge holder using the government's Tell Us Once Service

Evidence Requirements
What evidence do I need to prove my identity and residency?
You'll need to provide:
- Proof of identity (passport, driving licence, birth certificate)
- Proof of residency in Harrow (recent utility bill, council tax bill, or GP registration, NHS letter)
- If you pay council tax in Harrow, this will be used as evidence if the property is your main residence (not a second home)
How long must my condition have lasted to qualify?
Your disability or medical condition must be permanent or have lasted (or be expected to last) at least 12 months.
Can my GP provide supporting evidence?
While GPs can provide medical summaries, Harrow Council uses independent health professionals for assessments. GP endorsement alone is not sufficient for non-automatic applications.
What benefits automatically qualify me for a Blue Badge?
You automatically qualify if you receive:
- Higher Rate Mobility Component of Disability Living Allowance (HRMCDLA)
- Personal Independence Payment (PIP) with 8+ points for 'moving around' OR 10 points specifically for Descriptor E under 'planning and following journeys' (overwhelming psychological distress)
- War Pensioner's Mobility Supplement (WPMS)
- You are registered as severely sight impaired (blind)
- Armed Forces Compensation Scheme (tariffs 1-8) with certified permanent walking disability
Evidence needed: Current proof of benefit receipt, including annual uprating letters.
I'm a driver with severe arm disabilities. What evidence do I need?
You must provide evidence for all three criteria:
- That you regularly drive: Insurance documents or driving licence with adaptation codes (40 for adapted steering, 79 for restricted vehicles)
- Severe disability in both arms: Medical report confirming your condition
- Difficulty operating parking meters: Evidence of home adaptations related to your upper limb disability
What evidence is needed for walking difficulties?
Provide medical evidence showing:
- Your medical condition and diagnosis
- How far you can walk before experiencing severe pain or breathlessness
- Your walking speed and whether you need frequent rests
- Any mobility aids you use
- Medication and treatment you receive
- How your condition affects daily activities
Helpful evidence includes:
- Consultant letters
- Hospital discharge summaries
- Physiotherapy or occupational therapy reports
- Care plans

We understand that gathering written evidence can sometimes be challenging. If your submitted evidence is unclear or incomplete, we may invite you to a face-to-face mobility assessment where a healthcare professional can evaluate your walking ability directly.
I have a hidden disability. What evidence will be accepted?
You must provide evidence from healthcare professionals that explains:
- Your diagnosed condition
- How it affects your ability to make journeys
- Why you experience very considerable psychological distress OR are at risk of serious harm when walking
Note: Evidence that only confirms a diagnosis or states support for your application without detail is NOT sufficient.
Strong evidence includes:
- Letter of diagnosis from a consultant or psychiatrist
- Confirmation of ongoing treatment or clinic attendance
- Evidence of prescribed medication
- Specialist consultation records
- Education Health and Care Plan (EHCP)
- PIP decision letters
- Social care assessments or care plans
- Patient summaries showing your care history
You should demonstrate:
- The problem happens more often than not
- You are in more danger than others of similar age
- Reasonable coping strategies don't reduce the risk sufficiently
- There is real benefit to parking near your destination
What evidence is needed for a child under 3?
Your child may qualify if they:
A) Must always be accompanied by bulky medical equipment such as:
- Ventilators
- Suction machines
- Feeding pumps
- Oxygen equipment
- Casts/braces for hip dysplasia
B) Must stay near a vehicle for urgent treatment due to:
- Tracheostomy
- Severe epilepsy
- Highly unstable diabetes
- Terminal illness
Evidence needed: A letter from your child's paediatrician detailing the condition and required equipment. A face-to-face assessment is not normally required.
What if I don't have all the evidence?
If your evidence is insufficient, you will be contacted to request additional information. You have 56 days to provide the required evidence.
Will I need a face-to-face assessment?
Most applications are decided through desktop assessment. You may be invited for a face-to-face mobility assessment if:
- Evidence is unclear
- Further assessment is needed
What if my application is refused?
You have the right to appeal within 4 weeks of the refusal date. You must provide additional evidence beyond what was originally submitted.
If refused after appeal, you cannot reapply for 9 months unless your mobility has significantly deteriorated, with medical evidence to prove it (e.g., hospital discharge summary, consultant letter confirming diagnosis and effect on mobility).

- You are responsible for gathering evidence and any associated costs
- Evidence must be recent and relevant to your claimed condition
- Diagnosis alone is not enough - evidence must explain how your condition affects your mobility or ability to make journeys
- All evidence will be reviewed by independent health professionals, not your own GP
