Fixed Penalty Notices (FPN)

A ticket issued for environmental offences, like littering, fly-tipping, or breaching the Public Space Protection Order is known as a fixed penalty notice (FPN), which are effectively ‘fines’. 

Fixed Penalty Notices (FPN) can be issued by Council Enforcement Officers, the Police or by our approved third party contractor, APCOA.  You can receive the penalty notice on the spot or by post.

You usually have to pay the penalty within 14 days. You might be prosecuted and have to pay more if you do not pay your penalty on time.

There is no formal appeal process for an FPN. Your opportunity to challenge this offence is by continuing to court. We may take you to court if you do not pay. 

Examples of some offences:

  • littering
  • spitting
  • dog fouling
  • breach of a dog control
  • driving over footpaths, footways and verges
