Making changes and other transactions

Your Club premises certificate can be varied to:

  • change the licensable activities
  • change the times on the certificate
  • change the approved plan to allow for structural changes.

You must tell the licensing authority if there are changes to:

  • the name or address of the secretary or chair of the club

You may be committing an offence if you do not tell us about changes to a certificate.

It is helpful, but you do not need to tell us if the name of the club has changed.

Applying for a full variation

You can not use this application to extend a licence period or to vary the premises to which it relates.

If you wish to make these changes to the Premises licence, you should apply for a new Club premises certificate. This is under section 71 of the Licensing Act 2003.

When you would need a full variation:

  • To licence an area that was not already licensed
  • To apply to sell alcohol or to extend the hours to sell alcohol
  • To make significant structural changes to your premises.

Submitting a full variation

What you need to apply for a full variation:

  • Copy of Club premises certificate
  • Premises plans are for if you are making structural changes. All changes must follow regulations.
  • Amended club rules (if applicable)
  • Display a blue notice within 24 hours of your application being validated. You will need to send evidence of this to licensing@harrow.gov.uk.
  • Advertise in the local newspaper. You will need to do this within 10 working days of when the consultation period starts.

What happens next?

  • The consultation period will begin once the application has been validated. This period will last 28 days after which the application will be granted. This is unless representations are made that remain unresolved.

Applying for a minor variation

You cannot use the minor variation procedure to:

  • Licence an area that was not already licensed
  • Apply to sell alcohol or to extend the hours to sell alcohol
  • Make significant structural changes to your premises.

To do the above you will have to apply for a new certificate or apply for a full variation.

Submitting a minor variation

What you need to apply for a minor variation:

  • Copy of original Club premises certificate
  • Premises plan if you are making minor changes to the layout. These changes should not impact any licensing objectives. They must also follow prescribed regulations.
  • Amended club rules (if applicable)
  • Display the white public notice on your premises for 10 working days
  • A method of payment for the fee of £89.

Apply for a minor variation

What happens next?

  • We will make a decision within five working days of the end of the consultation date. If you do not hear from us within that time, please deem your application to have been refused.
  • There is no appeal against our decision. You can apply for a full variation if your minor variation application is refused.
