Apply for a Scrap metal licence
You will need a MyHarrow account to apply for a licence in Harrow. If you do not have an account or this is your first time using this new service:
- you will need to create or sign in to your account
- then return to this page and whilst signed in, you can continue to apply for the relevant application below.
Applying for a site licence
To apply for a Scrap metal site licence you will need to provide:
- a method of payment for the administration fee of £450.
- 9 character tax check code from GOV.UK
- Waste carrier registration number
- Details of environmental permits, exemptions, or registrations. (Example: a scrap metal dealer or a motor salvage operator) in relation to the applicant
- Any other scrap metal licences issued within the past 3 years
- A DBS certificate is needed for the applicant. The director needs one too if they are applying as a company. And, the site manager needs one if they are different from the applicant or director.
To apply for a Scrap metal site licence as an individual, you will also need to provide:
- A right to work document. This can be a copy of your passport or residency permit. You can also provide your birth certificate).
What happens next?
- We will review your application within 5 working days. It will then be passed onto the relevant authorities for clearance.
- After review, you will receive a request to pay the application fee of £300 to process and grant your licence.
Applying for a collector's licence
To apply for a Scrap metal collector's licence you will need to provide:
- a method of payment for the administration fee of £220.
- 9 character tax check code from GOV.UK
- Vehicle insurance
- MOT certificate
- DBS certificate for the proposed licence holder
- Passport style photograph of the proposed licence holder
- A right to work document. This can be a copy of your passport or residency permit. You can also provide your birth certificate).
What happens next?
- We will review your application within 5 working days. It will then be passed onto the relevant authorities for clearance.
- After review, you will receive a request to pay the application fee of £200 to process and grant your licence.
To submit a renewal application, you will need to register for a MyHarrow account and add your licence to your account.
- How to add your licence to your account: Check your email for a message from noreply@harrow.gov.uk requesting you to add your licence. Follow the instructions in the email to complete the process.
- Didn’t Receive the email? Please check your junk and spam folder. If you still can’t locate the email, complete a licence enquiry to update your information and request the email.

- a method of payment for the administration fee of £450.

- After review, you will receive a request to pay the application fee of £300 to process and grant your licence.
