What is the Local Plan?
The Local Plan shows how we will manage growth and development until 2026. We started using it on 16th February 2012. It includes these documents:
- Local Plan Core Strategy
- Development Management Policies
- Site allocations
- Harrow and Wealdstone Area Action Plan
- Adopted policy map
- The Local Development Scheme
We are creating a new Plan for the period of 2021-2041. See our New Local Plan Consultation page.
Local Plan Core Strategy
The Core Strategy is a key part of the Local Plan. It explains our plans for growth and development until 2026. We submitted it on 24th June 2011. The public could comment from 27th September to 6th October 2011.
We received the planning inspector's report on 13th December 2011, confirming the Core Strategy met the necessary requirements. This is referred to as 'sound'.
We adopted it on 16th February 2012.

Development Management Policies (DMP)
The DMP explains how we will manage new developments. It uses specific standards and rules. Some rules apply to the whole borough, including the Intensification Area.
The Harrow and Wealdstone Area Action Plan also includes these rules. We adopted the DMP on 4th July 2013.

Site allocations
This document lists locations for some types of development. They include housing, jobs, and sites to protect with planning policies. They also include retail fronts and open spaces. It aims to help meet the goals of the Core Strategy.
The document was found sound by an Independent Planning Inspector. It was adopted by us (the council) on 4th July 2013. View the Site Allocations Local Plan.

The Harrow and Wealdstone Area Action Plan
On 4th July 2013, the Harrow and Wealdstone Area Action Plan was adopted.
The Harrow and Wealdstone Area Action Plan:
- Has criteria to assess planning applications in Harrow and Wealdstone.
- Allocates sites to meet anticipated growth in the area.
- Was found sound by an Independent Planning Inspector appointed by the Secretary of State.

Adopted policies map
The adopted policies map shows specific land uses in the borough. It includes protected areas like:
- open spaces
- conservation spaces
- and places for work and housing.
It also identifies key sites for development.
The map may be updated as new information becomes available.

The Local Development Scheme (LDS)
The LDS is a timetable that details when Local Plan documents will be produced. To keep the LDS current with policies, we amend the LDS often.
It includes the:
- Monitoring Report
- Local development scheme
- Statement of Community Involvement.

Monitoring
Monitoring is a vital component of a successful Local Plan. If monitoring shows poor outcomes, a review of the policy or implementation may occur.
Harrow's first Authority Monitoring Report (AMR) was produced in December 2005. The fifteenth AMR which covers two monitoring years from 1 April 2019 to 31 March 2021 seeks to build upon the findings of previous reports.
