We've launched a public consultation on our final draft of the local plan.

  • Consultation open for final draft of Harrow’s new Local Plan
  • Public engagement days taking place to talk to our planning team about the plan
  • Feedback your comments by Tuesday 17 December

The Local plan outlines where new housing and development should be located. Residents, businesses and community groups in Harrow are invited to share their feedback on the final draft of Harrow’s new Local Plan.

The consultation (formerly known as Regulation 19) will run for 6 weeks until 23:59 on Tuesday 17 December. You can take part online at talk.harrow.gov.uk/harrowlocalplan or in person at a drop-in event in the Masefield Suite at Harrow Leisure Centre on:

  • Thursday 21 November 2024 4pm to 7.30pm
  • Saturday 23 November 2024, 10am to 1.30pm

The latest draft of the Plan has incorporated feedback from previous consultation (Regulation 18). As the Local Plan has already been through multiple stages of development, this consultation offers a final chance to comment on the Plan before it is submitted to the Planning Inspectorate. A handy guide on how to make a representation is available on the MyHarrow Talk platform.

This comes at a critical time, following proposed government changes to housing targets and the National Planning Policy Framework (NPPF). The Local Plan is vital to safeguarding the Borough and addressing the needs of our residents.

Councillor Marilyn Ashton, Deputy Leader of the Council and Portfolio Holder for Planning & Regeneration said:

“We are pleased to present the Local Plan for consultation, reflecting the input provided by our community. This is an important step in ensuring Harrow’s future growth is balanced, sustainable, and responsive to the needs of our residents.

"With proposed recent changes in national planning policy, it’s crucial that we push forward with a robust and well-considered plan to protect our Borough and deliver the housing and infrastructure we need.

"I encourage everyone to take part in the consultation and help shape the future of Harrow."

The Regulation 19 consultation represents a significant milestone in the Local Plan’s development, but there are still further steps ahead. A full independent examination by the Planning Inspectorate will follow, providing another opportunity for residents to offer input
