Cathy Knubley appointed as Harrow's Strategic Director of Culture, Environment and Economy

We’re pleased to announce that Cathy Knubley, has been permanently appointed as Harrow’s Strategic Director of Culture, Environment and Economy. 

Cathy has been acting up in the role for the last 6 months and overseeing teams across the areas of Enforcement, Streets and Grounds Maintenance, Waste, Libraries and Leisure.

She will now continue to lead on key strategic areas which cover a really important part of our resident facing services. There are a significant number of Flagship Actions in our newly approved Corporate Plan, which fall under this directorate which Cathy will lead including £900,000 to keep our streets and parks clean, £14m to fix our roads and pavements, cracking down on fly-tipping and increasing recycling rates to 35%.

Cathy joined the council from the London Borough of Hillingdon in November 2022 as the Director of Environment.  The new role was created following the remodelling of the Place directorate to improve strategic capacity and develop a more consistent senior structure across the council.

Cathy said: 

“It’s been fantastic acting up to this role for the last 6 months. I’ve had the pleasure of working with teams across culture, environment and economy who are dedicated to deliver on the services that matter to Harrow residents. I am delighted to be offered this opportunity to continue to input into the future of Harrow. It’s an important year and there is a lot of work to do to deliver on the key priorities and I am looking forward to the challenge.”

“We’ve just approved our budget and Corporate Plan for the next year, and this role is crucial to drive forward a significant number of the initiatives in the Plan and ensure residents are getting value for money for the services they receive. There are some exciting plans for this directorate including our significant investment into street cleansing, enforcement and road repairs. Key flagship actions fall under this directorate across waste and recycling, highways, leisure and street cleansing and I'm really looking forward to continuing to work with Cathy in delivering these benefits for Harrow residents and the wider community.
