A Resident parking permit allows residents to park in certain parking bays in Harrow. These areas are called Controlled Parking Zones (CPZ).

The permits lasts for one year, starting on the first day of a chosen month. Having a permit doesn't guarantee a parking spot.

You can't use the permit during temporary parking restrictions. These include suspended bays.

How can I find out my vehicle's CO2 emissions band?

You can find out the emissions of your vehicle on the Vehicle Certification Agency (VCA) website.

Find out your vehicle's details. Then, check how much your permit will cost on our Resident Parking permit fees page.

When my current permit is up for renewal will you remind me?

We will write to you when your parking permit is expiring. You will need to apply for a new one.

We take no responsibility for postal delays. It is the holders’ responsibility to renew and display a valid permit at all times.

When might an application be declined?

A parking permit application may be declined if any of the following applies:

  • you live in a permit restricted property
  • you don't live within the boundaries of a CPZ
  • you are applying for a business premises
  • your vehicle exceeds any of the following:
    • 2.08 metres in height
    • and/or 5.50 metres in length or
    • 5 tonnes in weight

If your parking permit application is declined and you've paid, you'll get a refund. A £25.00 administration fee will be deducted.

Do I need a Resident parking permit with my Blue badge?

If you have a Blue badge, you do not need a Resident's parking permit. You should make sure your Blue badge is visible in your vehicle. If your Blue badge is not visible, you might get a Penalty Charge Notice (PCN)

What if I lose my Resident parking permit?

If you lose your Resident parking permit, request a new one by emailing parking.permits@harrow.gov.uk.

Can I park in a CPZ bay straight after applying?

If you applied for a Resident parking permit to start today and want to park right away, you will need to:

Print the confirmation email that you receive from us. If you can't print the email, we update our system with new permits every day at 4pm.

Vehicles with permits bought before 4pm can park the following day. Permits bought after 4pm can be used after two days.

If you have not received your permit after 10 days, email parking.permits@harrow.gov.uk.

I have to use a different vehicle for a few days, what should I do?

If you need to use a different vehicle than the one on your permit, email parking.permits@harrow.gov.uk. Please include the following information:

  • your current parking permit number
  • your current vehicle details (make, model, colour and number plate)
  • your replacement vehicle details (make, model, colour and number plate)
  • your reason for having the replacement vehicle
  • the length of time you will use the replacement vehicle
  • any supporting documents (insurance company letter).

We will then confirm if you can use the temporary vehicle and how long for.

Why might I not be eligible for a Resident parking permit?

Some properties are not eligible for a Resident parking permit. This could be because of conditions set when they were built. An example could be that the property has good access to public transport. There may be exceptions for Blue Badge holders.
