We provide highway searches for roads within Harrow for the following:
- Highway Adoption Status
- Existence of Rights of Way: footpaths, bridleways, byways
- Traffic Scheme proposals
- s38/s278 Status enquiry (s38/s278 Agreement). These are council agreements to adopt new roads or sections of new roads on privately built developments.
There is a charge for an enquiry for a road adoption status. The cost is listed in the fees section.
The plan supplied with the search is in PDF format, at a scale of 1:1000 at A3.
Requesting a search
There are two steps to follow:
- Email us details of your search request, including a plan of the area to search. Email: infrastructure@harrow.gov.uk
- Pay via the button below.
The button will take you to a list of payment options. You'll need to select:
- 'Highways' followed by;
- 'Property search on highway information'
On the payment form please include details of the following:
- your company name
- address of the highway search
- and any enquiries
We will reply within 20 working days of your payment.
Alternatively, you can view the Highway Adoption Register and the Definitive Map. Please note that this isn't a provision of answers to CON29R. You will need to make your own interpretation of the information you view.

Please note that the PDF plan is supplied at a scale of 1:1000 at A3 centred around the search address. This may result in sections of long roads not being included on the plan.
Some customers require plans for an entire road or Public Rights of Way. Sometimes requests don't fit within the supplied scale on to one PDF. In such cases there is an additional charge of £15.30 per required PDF plan.
Highway Searches are not VAT chargeable.
