Commissioning for children and young people

This is the planning, buying, and managing of of services that meet the needs of children and young people (CYP). This process is about finding the needs of children, young people, and their families. It requires setting clear outcomes. It must ensure the right services are available to improve their well-being and development.

We work with the Harrow Place Based Partnership. We are the Children and Young People Integrated Partnership Board (CYPIPB). The board includes representatives from:

  • The Young Harrow Foundation.
  • Schools and providers.
  • Parents and families.
  • Health providers.
  • Primary Care Networks.

The board aims to improve the well-being and education of CYP. The board does this by providing integrated services for each age group. It is achieved through joint working between:

  • Education settings.
  • Primary.
  • Community and acute services for children.

This includes:

  • Children in their early years and
  • CYP with long-term conditions and complex needs.

Our 2022-24 priorities are based on the regional ones. They come from across North West London ICB, Department of Children’s Services.

Priority area one: Integration

The design, implementation, and development of integrated health, education, and care services. These are two strands:

Development of family hubs

Family hubs will integrate education, health, and social care at a local level. Using a family-centred approach to provide care and support. Former priorities will be part of the development of family hubs.

  • Focus on obesity, oral health, immunisations, and infant mortality.
  • Emotional and mental well-being and resilience.
  • Interface with adult services. The whole family approach, but also transitions.

Service integration

This strand focuses on integrating and transforming services for CYP. The focus is on health services, transitions, and child health hubs.

Priority area two: Special Educational Needs (SEND)

This priority includes a review and the implementation of the SEND Strategy 2024-2029. This also includes the preparation of an area review. It must cover all health, education, and social aspects. It focuses on CYP with special educational needs. It is about their transition to adulthood. The SEND Programme Board will lead this work and report to the CYPIPB.

This priority will also link with:

  • Harrow Borough Based Partnership
  • Learning Disabilities and the
  • Autism work stream.

Cross-cutting priority themes

There are a series of cross-cutting themes:

  • Being safe.
  • Reducing inequalities.
  • Capturing the voices of children and young people.
  • Vulnerable groups, including SEND, CLA, and Care Leavers.

Our MPS provides information on the current demand and supply in Harrow, and future demand. It also states our commissioning intentions. The MPS is a dynamic document. It will be updated frequently. It aims to help our current and potential providers develop their services. Download our MPS.
