Report a suspected unlicensed HMO

You can tell us if you think a property is an unregistered or poorly maintained House in Multiple Occupation (HMO). Your report will help ensure safe housing and compliance with local rules.

What is an HMO?

A property is thought to be a HMO if:

  • It is rented to three or more people from two or more households (not a single family).
  • Tenants share common facilities. For example, a kitchen, bathroom, or living space.

HMOs must meet safety standards. They may need a licence from us to operate legally. Unlicensed or poorly managed HMOs can be very dangerous. There could be issues with overcrowding, fire hazards, or lack of proper facilities. Your report can help protect tenants and ensure landlords follow housing laws.

Reporting a suspected unlicensed HMO

Firstly, check the licensing register to see if the property has a HMO licence. If not you can report it. You will need to provide:

  • Property address (including postcode).
  • Number of occupants you believe live there.
  • Reasons for concern (for example usage/behaviour).
  • Details of nuisance/anti-social behaviour (if any).

  • We will review your information within five working days. We will then begin our investigations.
  • If necessary, we may inspect the property to confirm its status.
  • If we find the property to be an unlicensed or a poorly managed HMO, we will take action to ensure it complies with housing laws.
