Apply for a Special treatment licence
You will need a MyHarrow account to apply for a licence in Harrow. If you do not have an account or this is your first time using this new service:
- you will need to create or sign in to your account
- then return to this page and whilst signed in, you can continue to apply for the application below.
Applying for a Special treatment licence
To apply for a Massage and special treatment licence, you will need to provide:
- Copies of therapist qualifications or training certificates
- Right to work document or nine digit ‘share code’ from GOV.UK for every therapist under this licence
- Applicant's photo ID
- Premises plan
- Electrical safety certificate
- PAT certificate
- Public liability insurance certificate
- Planning approval/permission document. (You should check with our planning department to confirm if you need planning consent or permission)
- A method of payment for the administration fee.
What happens next?
- After you apply, we may ask you to provide details of any products you use. This could include equipment training. It could also include details of procedures.
- You need to display the site notice on the premises for at least 14 days. It must be visible by people passing outside the premises.
- The application can take up to 5 working days to be validated.
- We will request the enforcement fee before a licence can be issued to you.
- You will be contacted for an inspection of the premises to take place. Issuing of the licence will be dependent on the rating of this inspection.
- You will need to send copies of your application. This includes drawings of the premises. You will need to send these to the Metropolitan Police and London Fire Brigade.
- You will be told of any items which might need your attention before the licence can be granted.
- The Police will carry out checks to ensure that there are no previous convictions or other matters for concern.
- Any recommendations made by the Fire Authority will be sent to the Licensing team.
To submit a renewal application, you will need to register for a MyHarrow account and add your licence to your account.
- How to add your licence to your account: Check your email for a message from noreply@harrow.gov.uk requesting you to add your licence. Follow the instructions in the email to complete the process.
- Didn’t Receive the email? Please check your junk and spam folder. If you still can’t locate the email, complete a licence enquiry to update your information and request the email.
Renewing your Special treatment licence
To renew your special treatment licence, you will need to provide:

Objections to a licence
We will consider an objection to a licence application from the Police, Fire Authority or member of the public.
Sometimes we cannot resolve application objections. If this happens, three councillors will review your application.
Refusal of application
An application may be refused on the grounds listed in section 8 of the London Local Authorities Act 1990.
Appealing a refusal
You may appeal against the refusal of a licence to the magistrates’ court within 21 days of being notified of our decision.
