Making changes and other transactions

Your Premises licence can be varied to:

  • change the DPS on your Premises licence
  • change the licensable activities
  • change the times on the licence
  • change the approved plan to allow for structural changes.

You must tell the licensing authority if there are changes to:

  • the name or address of the Premises Licence holder
  • the name or address of the DPS.

You may be committing an offence if you do not tell us about changes to a licence.

It is helpful, but you do not need to tell us if the name of the premises has changed.

Applying for a full variation

You cannot use this application to extend the period a licence has effect. You also cannot use it to vary the premises to which it relates.

If you wish to make these types of changes to the licence, please make a new Premises licence application.

When you would need a full variation:

  • To licence an area that was not already licensed
  • To apply to sell alcohol or to extend the hours to sell alcohol
  • To make significant structural changes to your premises.

Make a full variation

What you need to apply for a full variation:

  • Copy of Premises licence
  • Premises plan if you are making structural changes. Must follow prescribed regulations
  • Advertise in the local newspaper within 10 working days. Do this from when the consultation period starts.
  • Display blue notice within 24 hours of application being validated. You then need to send in evidence of this to licensing@harrow.gov.uk.

What happens next?

  • The consultation period will begin once the application has been validated. This period will last 28 days after which the application will be granted. This is unless representations are made that remain unresolved.

Applying for a minor variation

You cannot use the minor variation procedure to:

  • Licence an area that was not already licensed
  • Apply to sell alcohol or to extend the hours to sell alcohol
  • Make significant structural changes to your premises.

To do the above, you will have to either apply for a new Premises licence or apply for a full variation.

What you need to apply for a minor variation:

  • Copy of original licence
  • Premises plan if you are making minor changes to the layout which would not impact one or more of the licensing objectives. Must follow prescribed regulations.
  • Display the white public notice on your premises for 10 working days.
  • A method of payment for the fee of £89

What happens next?

  • We will make a decision within five working days of the end of the consultation date. If you do not hear from us within that time, please deem your application to have been refused.
  • There is no appeal against our decision. You can apply for a full variation application if your minor variation application is refused.

Change a DPS

You will need to apply for a DPS variation if the DPS no longer works at the premises or has had their Personal licence suspended. What you will need:

  • a DPS consent form
  • a copy of your original Premises licence
  • a method of payment for the fee of £23.

Transfer an existing Premises licence

You must transfer a Premises licence into your name or business if you buy a premises that already holds a premises licence. What you will need:

  • a completed consent of transfer
  • copy of your original Premises licence
  • your right to work document (if applying as an individual)
  • a method of payment for the fee of £23.

You must tell us about changes to your name or address. To make a change to your licence you will firstly need to:

If you own or lease a property with a Premises licence, you may tell the Licensing Authority. We will tell you when an application is received for your premises. What you will need:

  • a method of payment for the fee of £23.

You can submit an interim authority notice after the death, incapacity, insolvency, or status change of a licence holder. What you will need:

  • a method of payment for the fee of £23.

Apply for a Provisional statement

You can apply for a Provisional statement for a Premises licence. This is for premises that are about to be built or expanded.

What you will need if you are applying as an individual:

  • your right to work document
  • a Premises plan (the Premises plan must follow the legislation outlined on legistation.gov.uk)
  • a method of payment for the fee of £315.

What you will need if you are applying as a company:

  • your company registration number
  • a Premises plan (the Premises plan must follow the legislation outlined on legistation.gov.uk)
  • a method of payment for the fee of £315.

What you will need if you are applying to sell alcohol:

  • details of the Designated Premises Supervisor (DPS)
  • the DPS consent form
  • a method of payment for the fee of £315.
