How to pay for parking
The quickest way to pay for parking in Harrow is by using the PayByPhone app.
Parking with the PayByPhone app
When you have registered your vehicle on the app, to park in Harrow you will need:
- the parking location code (displayed on signs)
- a valid Debit or Credit card
Paying for parking by telephone
You can pay for parking on your telephone by following these steps:
- Call 020 8039 1101 or the telephone number which will be on the closest parking meter to you.
- Follow the prompts on the call to enter your location code.
- Wait for your parking confirmation by SMS before you exit your vehicle
- You can extend your parking session by calling the number in step one. PayByPhone will recognise your active parking sessions.
If you do not have a phone
If you do not have a mobile phone you can register your free session or pay in any local shop that has the PayPoint sign. Details of the nearest shops can be found on signage in car parks and near our on-street bays.
You can also find your nearest PayPoint shop on the PayPoint website.
PayPoints offer ticketless parking. When you visit a shop you will need your registration and the PayByPhone number. You can get the PayByPhone number from nearby signs. You will not need to return to your car after paying in a shop.
If there is no participating store within a five-minute walk, we have installed a card-only pay and display machine. You can register your free session or pay for your parking. Then, put the ticket in a visible place in your vehicle.
Recovering unpaid parking charges
Below is what might happen if you have unpaid parking charges. If you have any questions you can email parking.operations@harrow.gov.uk.
You get a Notice to Owner
If a parking charge is not paid, a Notice to Owner is sent to the registered vehicle owner. They will have the option to pay the full charge within 28 days. They also have the option to challenge the parking charge. If a challenge is turned down, the registered keeper will be sent details on how to appeal.
The appeal is conducted by a legal adjudicator. They will reassess the case at a personal hearing or by post. The result of this decision will be binding on all parties.
You may only appeal to an adjudicator if you have been through the challenge process. If you ignore the Notice to Owner, you will be sent a Charge Certificate.
You get a Charge Certificate
If you ignore your Notice to Owner, you will be sent a Charge Certificate and your parking charge will increase. You will need to pay the parking charge within 14 days.
You cannot appeal your Charge Certificate during this stage. If you do not pay the charge, it will be registered as a debt in the county court. You will be charged a court fee of £8.00 on top of your parking charge. And an Order of Recovery will be sent to you.
You get an Order of Recovery
If you receive an Order of Recovery you must either pay the charge within 21 days or complete a statutory declaration.
If you do nothing, the court will grant authority for a warrant to be issued and a bailiff will be asked to recover the debt from you.
The Certified Enforcement Agent will charge for this and their charges may be a lot more than the initial parking charge.
You get a letter from a Certificated Enforcement Agent
