The Building Regulations 2000 (as amended). The Building (Local Authority Charges) Regulations 2010
The Building (Local Authority Charges) Regulations 2010 allow the Council to charge for their Building Regulations functions.
These charges replace the previous ones under "The Building (Local Authority Charges) Regulations 1998", and the London Borough of Harrow Charges Scheme No.12 - 2023. They apply to any application received after 3rd April 2023.
Building Regulation work charges must cover the service cost. There are two ways to set the charge for building work.
- standard charges
- individually determined charges.
Standard charges
The charges for new dwellings and conversions to form dwellings can be seen in Table A.
We set these standard charges. We assume the building work does not use high-risk or innovative construction techniques. Also, the work must be finished within 12 months.
The charges are based on the assumption that a competent person or company will do the design and building work in the standard charges tables. If they are not, the work may incur supplementary charges.
Individually determined charges
Charges are set for the larger, more complex schemes and developments. This includes:
- Work that builds or converts over 10 homes, or
- Work to build or convert dwellings over three storeys (including basements) and/or with a floor area over 300m2 (excluding garages or carports).
- Where non-residential buildings are changed to dwellings by a material change of use.
If your work requires a charge assessment, please email Building Control. Include a description of the work and, if possible, plans. Also, include the build cost and estimated construction time. We aim to respond within one working day.
