We know that the thought of leaving care at 18 can be worrying and overwhelming. That's why we are here, to support and guide you through this transition. Just because you are leaving care, or have already left care, we haven’t stopped caring about you.
It is a big step when you move out of care and start living on your own or with friends. We want to make sure that you feel safe and supported and know where and who to go to for advice and help.
Harrow's Care Leavers Local Offer is here to inform you of the support and guidance available. We'll let you know what to expect from the Council and other organisations to help you thrive as a young adult.

Pathway Plans
We will work with you to create a Pathway Plan to help prepare you for adulthood and guide you through your early 20s.
A Pathway Plan is:
- an evolving document, created when you are 16 and following you until the age of 25. It covers health, education/employment, finances and budgeting, accommodation and family relationships
- updated every 6 months by you and your Personal Advisor
- given to you, either as a printout or digital copy
- designed to ensure you are ready and prepared for the transition into adulthood and independent living
Personal Advisors
Your personal advisor is allocated to you when you are 18 and will stay with you until you are 25.
They will provide support and advice during your early adulthood. They write your Pathway Plan together with you.
They will contact you at least every 8 weeks to keep in touch, but you can contact them at any time if you need help.
